Cecilia Abenaa Dapaah is the Minister of Water Resources and Sanitation and former Member of Parliament for the Bantama constituency. She is an alumnus of the University of Ghana, graduating with a Bachelor of Arts in French and Linguistics. She also has a postgraduate certificate in International Development Studies from the University of Oslo as well as a certificate in leadership from the Harvard Kennedy School.
She first entered government in 2001 as a special assistant to then president, John Agyekum Kufour. She also served on the board of the Ghana Cocoa Processing Company before being appointed Deputy Minister for Water Resources, Works and Housing in 2005 and substantive minister in 2007. In 2008, she contested for and won the parliamentary elections in Bantama, serving for only a term.
In 2017, on the return to power of the New Patriotic Party, she was appointed Minister of Aviation, before being reshuffled to her current position. She is a staunch Methodist and married with one child.
